Business account have the option to turn on element comments on each offering. This allows students and the administrator to comment on elements in a course and also get email notification on new comments.
You would first turn on comments on the offering.
- click manage courses
- click "offerings" on the left
- click the offering name

select YES on the comments section and save:
Instructors/admin can then make and read comments in the gradebook by clicking on the comment icon. (This icon will change color if there in a new comment)
Students can make and read comments by clicking on the comment icon. This icon will change color if there in a new comment:
