This happens because you have not yet uploaded and selected a media file for your chalkboard. The chalkboard editor requires you to upload and select a media file for use in your chalkboard before you will be allowed to add slides to the timeline. This is required as a first step because the total length of your selected media file determines the total play time of the chalkboard and establishes all time markers in your timeline.
